Naturally, all State-, County-, City-, services, like fire brigade,
water board, ambulance, etc. are fundamentally on the principle of
pooling. The citizens pool their money, in that they pay tax for
these services. 'The State' is not a different body that 'provides',
but the provisions 'are' citizen's property. As Spencer frequently
points out, the state is often seen as a more or less unrelated body
for the citizens. It needs education to tell them that it is a mere
convenience of pooling. The state is not there for itself, the
citizen not for the state, but the state serves the citizency.
