impossible. There remains the clearcut fact that an 'Ideal',
i.e. a good, beneficial dictator would be the best, though,
alas, he does not exist. Thus the second best dictatorship is the
ever changing group robbed of its pseudo-personality, without the
group-proximities, consisting of lot-appointed citizens who: a)
do not like it, b) do not know, therefore have to rely on expert
advice. It is a sort of childish fairness, yet, the most fundamental.
Scientists, then, do not decide, only advise, governors
only decide, yet are not scientifically attached to the subject.
